Non-means-tested Loan Scheme for Full-time Tertiary Students (NLSFT)
The Non-means-tested Loan Scheme (NLS) is established by the Government to provide financial assistance in the form of interest-bearing loan to local students to cover their tuition fees. Applications are not means-tested. Students who fail to obtain assistance from the TSFS or have not applied for assistance under the TSFS may apply for the NLS loan up to the maximum amount of tuition fees payable.
The interest rate is subject to periodic adjustment, and interest is charged once the loan is drawn down and throughout the repayment period until the NLS loan is fully repaid. Also, a non-refundable administrative fee is chargeable as from the submission of the first application and annually thereafter until the NLS loan and the interest accrued thereon are fully repaid.
There are two types of NLS available for different kinds of studies. Before considering application, student should ensure their eligibility and the relevant details.

Submission of Declaration ( Paper Signing Selected ) and Supporting Documents
Students should submit the signed declaration (paper signing selected) and supporting documents to the SFO within 7 days from submission of online application form through the following means:
(a) Online upload: https://ess.wfsfaa.gov.hk
- through SFO E-link - My Applications (ESS)
- File formats - PDF and JPEG
- File capacity - 6 MB (about 30 pages)
(b) By Mail / By Hand (together with the Reply Slip)

A copy of the transaction advice or account deposit form for the administrative fee paid should be submitted together with other supporting documents upon the submission of online application.
Applicants should keep the original transaction advice or account deposit form for the administrative fee paid and produce it with the loan documents to the SFO upon acceptance of the NLSFT loan.
Application period for 2019/20
For New Students
ONLINE Application Deadline: 16 September 2019
Any applications submitted after the deadline will be treated as late applications. SFO E-link - My Applications platform will still accept late applications for NLSFT after the official application deadline until 31 December 2019. However, the SFO will accord priority to those applications with complete information submitted on or before the deadline.
For Current Students
ONLINE Application Deadline: 17 April 2019
Any applications submitted after 17 April 2019 will be treated as late applications. SFO E-link - My Applications platform will still accept late applications for NLSFT after the official application deadline until 31 December 2019. However, the SFO will accord priority to those applications with complete information submitted on or before the deadline.
Starting from 1 January 2020 students who have genuine financial need should approach the SFO of the following address to collect an application form for the NLSFT and submit the completed form, together with all the required documents to the NLSFT Application Processing Unit (APU) in person during office hours.

For New Postgraduate (by Research) Students
If you attend a UGC-funded research postgraduate programme that commences between March 2019 and February 2020, you should apply for financial assistance for the 2019/20 academic year. The deadline for application is one month following the commencement of the 2019/20 programme and in no case later than 31 March 2020.
Note: Full-time UGC-funded students who wish to apply for both TSFS & NLSFT have to submit the TSFS and NLSFT application forms separately.
For Eligible Students Who Are Not Covered Under the TSFS and FASP (ENLS)
