Update on Coronavirus Disease (COVID-19) Preventive Measures (18 November 2020)

Tightening of Social Distancing Measures under Prevention and Control of Disease Ordinance

In view of the latest public health risk assessment, the Government has decided to tighten the social distancing measures under the Prevention and Control of Disease Ordinance, targeting at mask-off gathering activities. The measures will take effect till 26 November 2020. The Government will review the various measures in place from time to time in accordance with the development of the epidemic situation, and make suitable adjustments taking into account all relevant factors.

  • Catering business and scheduled premises:
    • the dine-in hours of catering business premises (including bars and pubs) will be ceased from 12:00a.m. to 4:59a.m. daily. No more than two persons may be seated together at one table within bars or pubs while no more than four persons may be seated together at one table within other catering business premises;
    • must wear mask when doing exercise in indoor sports premises.
  • Group gatherings: the prohibition on group gatherings of more than four persons in public places will remain valid.
  • Mask-wearing requirement: The mandatory mask-wearing requirement under Cap. 599I will remain valid.

Return 2hk Scheme

The Government announced the introduction of "Return2hk – Travel Scheme for Hong Kong Residents returning from Guangdong Province or Macao without being subject to quarantine under the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C)" (Return2hk Scheme). Starting from November 23 (Monday), Hong Kong residents who, upon fulfilment of the conditions specified under sections 12(2) and 12A of the Regulation, including not having been to places other than Hong Kong, Guangdong Province or Macao in the past 14 days, could be exempted from the 14-day compulsory quarantine requirement when they return to Hong Kong under the Return2hk Scheme.

Specified Conditions Imposed on Inbound Travellers

  • Travellers who visited any very high-risk specified place

Under Prevention and Control of Disease (Regulation of Cross-boundary Conveyances and Travellers) Regulation (Cap.599H), an inbound traveller who, on the day on which the traveller boarded a civil aviation aircraft that arrives at, or is about to arrive at Hong Kong (specified aircraft), or during the 14 days before that day, has stayed in any specified place, ie. Bangladesh, Belgium, Ethiopia, France, India, Indonesia, Kazakhstan, Nepal, Pakistan, the Philippines, Russia, South Africa, Turkey, the United Kingdom and the United States of America, must provide the relevant documents and undergo mandatory quarantine at the listed hotels.


  • Travellers who visited any country outside China

A traveller who, on the day on which the traveller boarded a specified aircraft, or during the 14 days before that day, has stayed in a specified place outside China (excluding very high-risk places specified otherwise), must provide confirmation in English or Chinese of room reservation in a hotel in Hong Kong for not less than 14 days starting on the day of the arrival in Hong Kong of the relevant traveller from the rest of the world.

“LeaveHomeSafe” Mobile App

The Government introduced the “LeaveHomeSafe” mobile app to the public for recording of your whereabouts and check whether you have visited any venue as a COVID-19 patient at about the same time. Colleagues and students might refer to  for details.


Event Management

It is understood that various stakeholders might wish to organize events on campus, which can be a challenge to proper social distancing. To reduce the risk of the spread of the virus, event organizers should assess the risk of hosting such events, including the nature and scale of the events, and alternative ways/formats of hosting the events instead of group gathering. It is strongly advised that group gatherings should be avoided and any events involving catering should NOT be conducted.


If the event should be arranged, event organizers must observe the current government policy on social distancing and health advice issued by the Centre for Health Protection (CHP) and our University. If meal should be offered to participants without other alternatives, please provide pre-packaged boxes or bags for all participants whenever possible; buffet or family-style meal is not recommended. Event organizers should remind participants not to have face-to-face communication with each other when having meal without wearing a mask. Meal sharing should be prohibited.  


Event organizers should keep the contact list of all attendees, including staff members, to facilitate contact tracing by the authorities in case any suspected or confirmed case of COVID-19 is identified.
