The planning framework for the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) is due to be announced in early 2019. With the operation of the High-Speed Rail and the Hong Kong Zhuhai and Macao Bridge in fall 2018, regional planning and development in the GBA has taken on a new platform. The pathbreaking infrastructure projects not only offer multiple connectivity and seamless mobility, but also bring about unprecedented spatial transformation in the GBA. This presentation will reexamine the roles of Hong Kong within the GBA from the vantage point of strategic spatial planning which is concerned with the “organization of space at different level of scales” (Albrechts, 2004). From the development trajectory of “shop-front, factory back” to “city region collaboration and integration”, the strategic spatial planning of the GBA should provide interesting lessons for cross-border study as well as regional planning discourse.

Dr. Roger C K Chan (FRGS, MRTPI) is Associate Professor of the Department of Urban Planning and Design, University of Hong Kong. He was the Associate Dean (Research) of the Faculty of Architecture, University of Hong Kong (2011-2016).
Dr. Chan has over 25 years of teaching and research experience in urban planning and governance. His research interest includes cross-border planning, mega cities and urban agglomeration and (economic) free trade zones. He was invited to address the Global Mayors’ Forum 2018 cum Urban Innovation Conference on Hong Kong’s roles in the Greater Bay Area.
