Background of Policy Advocacy and Research Training (PART) Programme

The Office of Service-Learning (OSL) recognizes the importance and value of policy research work undertaken by students on social issues, as involving students in making contributions to the formation of government policy can also be an educational value to the students themselves and the community! The OSL has invited the Hong Kong Policy Research Institute (香港政策研究所) to collaborate in conducting “The Policy Advocacy and Research Training (PART)”in the coming semester, featuring a series of training and advisory sessions, and creating a great way to engage LU undergraduate students in research and policy design.

 

 

Seminar Synopsis

The lecture will familiarise students with the respective powers and functions of the executive and legislative branches of the Hong Kong Government as defined in the Basic Law.  The concepts of “separation of powers” and “an executive-led government” will be discussed.  Particular attention will be paid to the part played by each side, and the way they interact with each other, in the process of public policy formulation. Successful and unsuccessful cases of executive-legislative collaboration in policy-making will be reviewed and analysed.  The performance of the government and the legislature in policy research and policy advocacy, both in general and with reference to particular cases, will be examined in turn, with the aim of identifying key factors in the effective formulation and implementation of policies.

Biography of Speaker

Mr. Jasper Tsang is former President of Hong Kong Legislative Council, 2008-2016. Before his election as President, Mr. Tsang was a legislator representing the constituency of Kowloon West from 1998-2008. He was then re-elected in the Hong Kong Island constituency in 2008 and in 2012. Mr. Tsang is currently Vice Chairman, HKPRI and Convenor, Hong Kong Vision Project. Mr. Tsang holds a Master of Education from The University of Hong Kong (HKU), and is Honorary Professor, Faculty of Social Science, The Chinese University of Hong Kong (CUHK).
