LegCo’s passage of the Lingnan University (Amendment) Bill 2023

The Lingnan University (Amendment) Bill 2023 (the Bill) was passed by the Legislative Council on Wednesday, 21 June 2023. This is a significant milestone for Lingnan University in enhancing its governance and management, which enables it to grow and advance further.

 

Effective upon gazettal, the Bill allows the University to appoint up to three Vice-Presidents. It also clarifies the Senate's responsibility in directing and regulating matters related to intellectual property rights and knowledge transfer. Furthermore, while the Lingnan Council retains the authority of approving policies governing the terms and conditions of service of staff, it may delegate the power to approve the terms and conditions of service of individual employees to its committee(s) or the President. Lastly, the Bill permits elected student representatives from undergraduate and postgraduate programmes to become members of Lingnan’s Council and Court.

 

After the Bill goes into effect, the University will seek views and comments from our stakeholders to ensure its successful and effective implementation.
